It is a matter of which church that you wish to belong. As opposed to JCNA, JDHT records say that you possess the last true S1. JDHT states 1 1/2 started with 1E15980. Dont know where or what happened to the two missing Vin #s

As to the question of open headlight however, it would have most certainly had open headlights. Those happened in Jan. '67, believed to be at 1E14532 (some factory records state 1E14535) well before introduction of the S1.5 at 1E15980.
